With reference to Sir William Gascoigne's

Despatch No. 106 of the 21st. of March, 1902, I have the

honour to tranmit to you copies of the Report for 1902 of

the Captain Superintendent of Police, which includes the

Criminal Statistics for the year and the Annual Report on the

Police School.

I regret to observe that there is a

general increase in crime particularly in serious offences

and for the reasons for this increase I would invite your at-

tention to Mr. Badeley's minute enclosed in my Despatch No.

157 of the 26th. ultimo.

The Report shows an insecurity of person

and property especially in the City of Victoria that is un-

satisfactory, but in considering the manner in which the

Police Force has performed its duties the conditions under

which those duties are being performed must not be lost sight

of. In most European Countries the Constable as the agent of

the law may in cases of robbery count upon the assistance of

the public; here he can not. The labouring coolies of Hongkong are attracted to the Colony from different provinces. They

are a heterogeneous population speaking different dialects THE RIGHT HONOURABLE
